Surely the Commerce Commission should have stepped in when DHB's refused to allow

pharmacies to charge more than the $5.00 co-payment fee . This was also anti-competitive 

behaviour. If a prescription is free but takes more than 1 hour to prepare does this meet IPSCA contract standards of 95% of prescriptions within 1 hour ? Maybe we should be charging extra for urgent prescriptions ?
